Singapore’s Land Transport Authority has unveiled plans for a major rail network expansion that will establish direct connectivity between Changi Airport and the city centre through the Thomson-East Coast Line extension and Cross Island Line integration.

The centerpiece of the development is a new interchange station, TE32/CR1 Changi Terminal 5, which will serve the upcoming mega terminal currently under construction. Terminal 5, which commenced construction on May 14, 2025, is scheduled for completion in the mid-2030s and will expand Changi Airport’s capacity by approximately 50 million passengers annually, reinforcing Singapore’s position as a premier global aviation hub.

The Thomson-East Coast Line extension represents a significant infrastructure investment, adding 14 kilometers of track from Sungei Bedok station to the new Terminal 5 interchange. The expansion will continue eastward to connect with Tanah Merah station, incorporating the existing East-West Line segment between Changi Airport and Tanah Merah into the TEL system through comprehensive station conversions.

Upon completion, the extended TEL will span approximately 57 kilometers, creating an uninterrupted corridor from Tanah Merah through key destinations including Gardens by the Bay, Maxwell, and Orchard, extending north to Woodlands North station. This northern terminus will provide seamless transfers to the planned Johor Bahru-Singapore Rapid Transit System Link, enhancing regional connectivity.

The infrastructure improvements will deliver substantial time savings for airport passengers. Journey times from Changi Airport to Marina Bay will be reduced to approximately 40 minutes via the TEL, representing a 10-minute improvement over current routing options. The extension will also provide Terminal 5 with dual-line accessibility through both TEL and Cross Island Line services.

Cross Island Line connectivity will be established through a 5.8-kilometer extension from CR2 station directly to Terminal 5. This connection will provide efficient access to major development nodes including Punggol Digital District and Jurong Lake District, as well as established residential areas such as Ang Mo Kio, Clementi, Hougang, Pasir Ris, and Punggol. Travel time improvements are projected to be significant, with journeys from Changi Airport to Ang Mo Kio reduced to 45 minutes, saving up to 15 minutes compared to existing routes.

The conversion process for existing East-West Line stations requires extensive technical modifications to ensure compatibility with TEL systems. Preparatory works at Tanah Merah station, ongoing since 2016, include new viaduct construction, additional platform installation, and concourse expansion. These modifications are scheduled for completion by end-2025.

Subsequent phases will focus on systems integration across three East-West Line stations between Tanah Merah and Changi Airport. The conversion process encompasses comprehensive upgrades to signaling, communications, control systems, power supply infrastructure, platform screen doors, and track systems. These works will necessitate temporary service adjustments on affected East-West Line segments, with detailed schedules to be announced as implementation approaches.

Terminal 5 will feature an integrated ground transportation center, consolidating train, bus, taxi, and alternative transport services within a single facility. This design approach aims to position the airport as both an international gateway and a domestic destination for retail, dining, and entertainment activities.

The Thomson-East Coast Line, Singapore’s sixth MRT system, has been operational since 2020 with progressive stage openings. The fifth stage, TEL5, is scheduled to commence service in the second half of 2026. Current projections indicate the completed line will serve approximately 500,000 daily commuters initially, with ridership expected to reach one million passengers in the long term as the network matures and surrounding developments are completed.
